In a large pot, heat the olive oil over medium heat. Add the onion, bell pepper, jalapeno, and garlic and cook until the vegetables are soft, about 5 minutes.
Add the ground beef and pork and cook until the meat is browned, breaking it up into small pieces as it cooks.
Stir in the chili powder, cumin, paprika, salt, and pepper and cook for 1 minute.
Add the tomatoes, tomato paste, kidney beans, black beans, beef broth, and beer (if using). Bring the mixture to a boil, then reduce the heat to a simmer and cook for 30 minutes.
