In a large pot or Dutch oven, cook the sausage over medium heat until browned. Drain off any excess grease.
Add the onion and garlic to the pot and cook until softened, about 5 minutes.
Pour in the chicken broth and water, and stir in the diced tomatoes, basil, oregano, red pepper flakes, and salt and pepper. Bring the mixture to a boil, then reduce the heat and let it simmer for 10 minutes.
Stir in the tortellini and cook for an additional 8-10 minutes, or until the tortellini are tender.
Stir in the cream and heat through.
Serve hot with grated Parmesan cheese on top. Enjoy!
